I'm not quite sure I fully understand the Swiss GPA system.
When I was at university in Australia, to get a 'High Distinction' you not only needed extremely high grades, you had to be significantly above the rest of the students, and the lecturer had to 'show cause' - as in, support the grade and justify it to the administration/head of school.
