Remember that even if employees are allowed breaks on company time, those breaks count as staffed hours. The current competitiveness of garment manufacturing industries is highly dependent on ability to improve efficiency and effectiveness of resource utilization through proper application of industrial engineering techniques such as line balancing and time study. It was found that ranked positional weight method produces a well‐balanced assembly line with higher line efficiency when there is no consideration of resource constraint in each workstation. If a PCB manufacturer/assembler is systematically losing efficiency and underproducing, identifying and rooting out the problem must be done quickly to avoid business failure. When calculating line efficiency, deciding to use the SMT line efficiency or production line efficiency calculation must be determined.

Primary data were obtained through observations, process mapping, time study, and interviews with the trouser sewing line supervisors.

We base the ratio on actual staffed time, rather than optimum time, and do not take the use of labor into consideration.

Also, the assembly line needs to be designed effectively and tasks needs to be distributed among workers, machines and work stations ensuring that every line segments in the production process can be met within the time frame and available production capacity.
